The Lutheran Camping Corporation of Central Pennsylvania Welcomes Rev. William “Bill” Worley as Executive Director

Dear Friends and Partners in Ministry,
On behalf of the Board of Directors, we are pleased to announce that Rev. William “Bill” Worley has been appointed Executive Director of the Lutheran Camping Corporation of Central Pennsylvania (LCC), effective September 14, 2026.
Rev. Worley will lead LCC as it continues its mission to provide a place and time apart where Christ’s love is experienced, and faith is renewed. In partnership with the Board of Directors, staff, volunteers, congregations, donors, and friends of the ministry, Bill will help guide LCC’s programs, properties, and outreach into its next season of faithful service.
We are grateful for the gifts, experience, and leadership that Bill brings to the Lutheran Camping Corporation. His extensive experience in ministry, organizational leadership, transition management, and leadership development will be a tremendous asset to LCC. We look forward to the ways God will work through Bill and the entire LCC community in the years ahead.
We welcome Bill with gratitude and anticipation and invite the entire LCC community to join us in offering encouragement, partnership, and prayer as he begins this new call.
We will share additional opportunities to meet Rev. Worley and formally welcome him to the Lutheran Camping Corporation in the coming weeks.

Meet Rev. William “Bill” Worley
Rev. William “Bill” Worley is an ordained minister, organizational leader, and transition specialist with more than thirty years of experience guiding leaders and institutions through seasons of complexity, conflict, and renewal. Known for his steady presence and systems-thinking approach, he has served as a trusted advisor to senior executives, clergy, and governing boards seeking clarity, resilience, and purpose-driven leadership.
From 2014 to 2025, Bill served as Conference Minister and President of the Pennsylvania Southeast Conference of the United Church of Christ, functioning as chief executive and spiritual leader of a regional organization supporting more than 150 congregations, over 250 clergy, and approximately 30,000 members. He provided executive oversight, strategic direction, and pastoral care while representing conference concerns within the wider church. During his tenure, he served on the United Church of Christ Board of Directors, the United Church Insurance Board, and as Secretary of the Phoebe Ministries Board of Directors.
A defining achievement of Bill’s leadership was guiding a complex organizational merger that brought together more than 500 churches, four regional boards, a 15-member staff, and a $15 million portfolio to form the Keystone Conference UCC. Through careful facilitation and disciplined strategic planning, he helped diverse stakeholders move from uncertainty toward shared vision and structural alignment.
Leadership development lies at the heart of Bill’s vocation. Throughout his ministry, he has provided one-on-one executive coaching and counseling to clergy and nonprofit leaders. His areas of focus include leadership presence, transition management, conflict navigation, burnout prevention, and governance health. He has also designed and facilitated multiple communities of practice that strengthened adaptive leadership and sustainable performance during periods of institutional change.
Previously, Bill served as Senior Pastor of First Reformed UCC in Lancaster, Pennsylvania, from 2001 to 2014, where he led a sustained organizational turnaround. During his fourteen-year tenure, the congregation reversed a twenty-year attendance decline and grew by 45 percent. He helped restore financial stability, strengthen governance structures, increase annual giving, and lead two capital campaigns. Following this work, Bill became an advisor to Kirby Smith Associates.
Bill was ordained in 1994 while serving as Associate Pastor of Union Congregational Church in Montclair, New Jersey. He also served as a commissioned officer and Navy Chaplain in the United States Navy Reserve, assigned to the Marine Corps, from 1999 to 2013. A veteran of the Iraq War, he advised senior leaders in high-consequence, high-stress environments.
He holds a Bachelor of Arts from Gettysburg College (1990) and a Master of Divinity from Lancaster Theological Seminary (1994), along with additional training in crisis intervention, mediation, and leadership assessment.
Bill and his wife, Tabitha, reside in Lebanon, Pennsylvania. They have three sons: Zach, married to Maggie, and their children, Mela and Jack; Justin, married to Kayla, who are expecting their first child, Grace, in December; and Ben, a recent graduate of the University of Florida.
